are? They look to be PDP-10 {something}, given what appear to be two rows of 36 lights on the bottom (although they are hard to see clearly), but I couldn't find a panel like that in my PDP-10 manual.
I don't have time to go down this rathole right now. If you are sure they are off a 10, check the peripheral controller manuals on bitsavers under pdp10/periph
