Pretty simple--basically, it draws the tape over a carbide or ceramic blade and scrapes loose surface oxide off; pads wipe both sides of the tape. Usually, you can program this to do multiple cycles, measure out BOT/EOT placement, etc. Can be very handy at times--most data centers had them.
Mine also has a vacuum system that draws the tape over a perforated grating and collects the yuck. Fast and slow speeds.
