Hello, this was something which the older graphics programs used to do, but they used to do it 'blindly' i.e. rotating one phi or psi angle would rotate the whole of the rest of the protein. I think you are asking for a program which does it more locally and then the question becomes which programs allow specific torsion angles to be restrained to certain values?
