I don't know how REFMAC5 handles twinning, but if the structure is simply split into two identical parts, each belonging to one of the two twin fractions of the crystal, such that only part is really refined and the other is a simple "twin-copy" of the first one, then there would be no change in the ratio of observations/parameters.
