The question reads:

7.5     Configure R6 to peer with R8. The R8 router should see AS65000 and
AS 65001 as AS6. R8 will be in AS200. Ensure that R6 doesn't install any
confederation peer's routes if learned from R8.  Do not use distribute-list
or prefix-list commands.

The question implies through the use of the term "confederation peers" as
well as the reference to R8 seeing both AS65000 *and* AS65001 as being in
AS6 that confederations should be used. Local-as would change the appearance
of AS65001 but not AS65000.

I cannot understand in the above task why confederations are used – isn't it
much easier to use "local-as" on the peer between R6 and R8 on the R6 side?
