[OSL | CCIE_SP] question about BGP chapter 7 - task 7.5 under 1st workbook

I cannot understand in the above task why confederations are used - isn't it
much easier to use "local-as" on the peer between R6 and R8 on the R6 side?

 

Please - anyone who could explain this to me...
