I don't believe this is correct. I was just discussing this off-list with
someone else.

According to the CCIE exam policies page (
http://www.cisco.com/web/learning/exams/policies.html#~Written), the 18
month timer is only for your *first* lab attempt. Subsequent lab attempts
must be made within 12 months of the previous for your written to remain
valid.

*"Candidates must make an initial attempt of the CCIE lab exam within 18
months of passing the CCIE written exam. Candidates who do not pass must
reattempt the lab exam within 12 months of their last scored attempt in
order for their written exam to remain valid. "*
