The feature you refer to here is the config logging function, which logs an
audit message for each command entered. This is not the behavior the
original poster asked for, which was for a copy of the config to be saved
after every time it was changed (which I believe was being defined as every
time config mode was accessed, and then exited).
The config logger archive function does the following:

If the 'notify syslog' command is added, the system log and logging trap
receivers get a copy too.
It's a nifty command-level auditing feature, but it does not do what the OP
asked for.
Likewise, per Tom's earlier email, the "write" keyword will save a copy any
time a "write mem" or "copy run start" is executed, but if the config is
edited and not saved then that feature wouldn't work either.
If there's another part of the feature which saves a copy of the config
after each change or each config session, which I'm missing, please show us
where it is!
