No need to load up that many. I would just load up "sections" of each topology. You'll have a hard time tuning one box to get that many instances going. The i5(7) may can do it, but you're gonna need alot of memory to load all of those images. (especially if you're loading up multiple 7200's with Advance IP|Enterprise Services images).
I'd be interested to hear anyone who's gotten that many devices running on one box.
