Issue "show controller serial <> " for serial interfaces .
The end which is a DCE ; you should apply "clock rate <> " under that only
Other end (DTE) ; should not hve clock rate command.

Goes withoult saying that please check the physical media as well
This is a serial .. as soon as it detects a cable on its connector
port ; it will go up ..
so even if you connect a open-ended cable ..... it will still say up|down .

If it doesnt solve prob .. lemme know which WIC  card is this on what
router .. also what cable are you using ?
