I don't really get your question Taqdir,
BGP next hop is a mandatory attribute, the value of that field depends on the 
BGP type between the advertizing router and its neighbor:
 - eBGP : the next-hop is set to iP address of the exit interface to the 
neighbor
 - iBGP: Doesn't change the value of that field.
By default the eBGP next hop is always carried in local AS.

why BGP is so designed to carry the eBGP next hop inside local AS by default ?
are there any specific scenarios where eBGP next hop should be carried in local 
AS ?
