Yes, I'm aware of the whole IRC situation. I know it's possible to buy/get IRC's from outside CONUS. I'm pretty sure there are some folks in town who would be willing to sell me a couple. I worked YB8RW/p this morning on OC-213. His QSL manager will ONLY accept IRC's.
