i used to have dozens and dozens of them from the p5 operaton in 2001. i still get qsl requests. however, with my webpage app, they order right from there with paypal and no more irc's. you might have to purchase them from someone outside the u.s. as i think the usps has stopped selling them. they used to be like the forever stamp, buy them and they were good forever. then someone got a smart hair and the international postal union decided that placing a 2 year expiration date on them would bring more money in (you lose them if you did not use them or redeem them). i think with a postal system as large as ours, for every post office to stock some irc's was a pain every 2 years so they just stopped. my post office hated when i would bring in a hundred of them. i would just drop them off and come back at the end of the month and they would have my replacement stamps. lol
