Thanks to the link to your patch.  I'll try it locally to see if it 
automatically resolves some of the existing Windows/ARM64 issues that I see 
when I enable branch protection.

Yeah, my broader goal is to get both PAC and GCS working on Windows/ARM64, 
although I'm sure it will take a long time.
