I had this problem, but only with one key (the spacebar) on one of
my external USB keyboards.  I fixed it by switching to a different
keyboard.  Your problem is different.

When your problem happens, I would try unplugging the keyboard, then
reconnecting it, perhaps into a different USB port.  This trick
sometimes fixed my old usb wi-fi rum(4).

A USB hub might help.  My old laptop's USB ports might be worn by the
years, so some devices might fail to connect.  I got a hub to connect,
then put 5 devices on the hub.  My wi-fi rum and keyboard are on this
hub.  If the rum fails again, then I would test my keyboard; and if
the keyboard works, then I wouldn't blame my laptop's USB port.

I have not observed a bug with keyboards in OpenBSD;
my keyboards work well.
