This doesn't seem like a problem with Texinfo but it seems like you
need to use po4a and/or other translation tools correctly.

Have you translated any of the strings?

I'm not familiar with that system.  It is possible for you to do
it as Texinfo is free software and the documentation is licensed
under GFDL, so as long as Weblate doesn't violate any of these terms
it should be fine.
