Follow-up Comment #3, bug #67168 (group make):

It seems clear that there are too many "broken" makefiles out there to simply
make this change in the next release.

We will need at least one release which generates warnings but continues to
interpret the makefile as it did before, then we can consider making the
change.

The big open question is, can we find a way to keep the fix for the original
problem, without breaking other makefiles.

The makefile parser is so gross because the language is so poorly specified
(and, even where it was clearly specified in the documentation, like this
situation, the implementation didn't check and so peoples' makefiles didn't
follow the specification).
