Follow-up Comment #2, bug #67168 (group make): The effort required to generate a minimal reproducer, never mind a git bisection, is surely worth thanks and a prompt response, even if it's a discouraging one. Said reproducer and the original https://956806.bugs.gentoo.org/attachment.cgi?id=929990 contains "people indenting their conditionals with the recipe prefix" as quoted in the still-open https://savannah.gnu.org/bugs/?64259#comment3.
