Yes, it does. It was present when I tried to build m4 (as the Debian m4 package has a Build-Depends: libsigsegv-dev) and I've also checked that the Debian libsigsegv package may still be built from source on the same environment (Debian unstable). Sorry, I don't know what to do next.
