My ubuntu install has Cyrillic in the fonts provided by the gsfonts
package. Looks like it's a matter of installing or updating that package.
$ grep Cyrillic /usr/share/fonts/type1/gsfonts/c059013l.pfb
Binary file /usr/share/fonts/type1/gsfonts/c059013l.pfb matches
$ apt-file search /usr/share/fonts/type1/gsfonts/c059013l.pfb
gsfonts: /usr/share/fonts/type1/gsfonts/c059013l.pfb
$ aptitude show gsfonts
