On my box, the fonts *are* in /usr/share/ghostscript/fonts. However, this is completely irrelevant, since we should set up something derived from NCSB_DIR, as discussed above.
I'm actually surprised that you get proper Cyrillics. Have you looked into the pdfTeX log file and actually checked that the font hasn't been substituted with a different one?
