I think it's a matter of copying the definitions for the macros "DO_TEXI_DEP", "scan-texi", and "find-texi" (with some adaptations, e.g. replace $(outdir) -> $(OUT); also, I think $(src-dir) is undefined in website.make) from stepmake/stepmake/texinfo-vars.make to make/website.make, and add a line "-include $(OUT)/*.dep" to the latter. Unfortunately I can't access my development computer right now so I can't test the suggested approach.
