New issue 2027 by gra...@percival-music.ca: make website doesn't have
dependencies

The old website.make just rebuilt everything all the time, which was a bit
wasteful but worked.
The new website.make doesn't have dependencies on the internal .itexi
files, so whenever those files are updated in git, I need to manually log
in to the server and delete the website build tree to force a rebuild.
It would be nice if the new improved website.make could take care of
this "removing the directory" part. Or do proper dependency tracking. I
don't care which.
