Yes, relative=1 implies fragment, which on the other hand implies ragged-right (see also the docs for lilypond-book). This made sense when single-line files in lilypond didn't automatically switch to ragged-right. But now this fallback (fragmend implying ragged-right to prevent stretching for simple snippets) is no longer needed...
