So, let's assign _even lower_ prio to this issue, but why we consider it as _fixed_?
Gardner Read is out of step here. Both Kurt Stone and Elaine Gould say all full-bar rests from 4/2 upwards should use a breve, so I think it's OK for this exception to be a workaround.
