Yes. \removeEmptyStaffContext copies the new context over the previous one. Or something like this. I remember a discussion about this, 2-5 years ago, on either the bug-lilypond list or lilypond-devel list. Han-Wen said it wasn't a bug; after the explanation, Mats (who began arguing against it) agreed. If somebody more knowledgeable than me (i.e. Reinhold :) wants to dig up the discussion an continue the debate, I'd be all for that.
