That's because you do not use Windows :)
When I was still using Sibelius, the PDF I produced couldn't be read on
any standard
computer (i.e. without the correct fonts installed). I had to use the
_Mac_ version
to produce usable PDFs.
Believe me, we do want to include the fonts.
