You're right that PDF should contain verbatim quotes, but I think
they're useful for
HTML too, even if it makes longer output; whatever the output format
is, verbatim
quotes only show the most important bits of ly code.
As for "end-of-header" markers, I suggest to add a hook in makelsr.py
to add a '%
begin verbatim' after each \header detected as you explained, so we
don't hardcode in
lilypond-book something too specific to LSR.
