It's not easy to reliably catch the end of the \header block in all cases.
We could assume that the header block is followed by a blank line,
and that the header contains no blank line -- is this what you'd like?
Forget about verbatim for PDF and no verbatim for HTML; we're not going
to generate
differrent Texinfo code for each output format.
