I don't believe it's the compiling that is slow; it seems to take 30-50
seconds just to START compiling after I invoke lilypond (whether through
double-click, click-and-drag, command line, etc.) Once it starts it
produces all the files quickly. I know this because I double-click
lilypond and nothing happens - then 30 seconds later a command window
pops up and starts working away. I have duplicated this behavior on
several other installs of Windows XP SP2 at my school with Lilypond
2.6.x and 2.7.x.

I believe that this is related to a FontConfig problem. You can verify this, by running the console version from cmd.exe and invoking it as

  lilypond --verbose bla.ly
