I don't have experience with CD-rom installation of Cygwin. - Did you copy the files from the cd to the hard disk? - When you run setup.exe there is an option "Install from Local Directory". Did you try that? For this it is needed to have the package files, so you must copy the package download directory (you select it when running setup.exe with the download option selected). - If you can install lilypond at work, I think you will get a working installation if you take home the whole contents of c:\cygwin.
