Unfortunately, it's a bit tricky to install cygwin with LilyPond if you
don't have an ethernet connection. The setup.exe is just a pure
installation program that fetches a list of available packages from the
web and then downloads and installs the packages you have selected.

In order to run LilyPond, you need a fully functional Cygwin
installation, which includes a large number of packages.

I think it should be possible to run the setup.exe program on a machine
with ethernet access, choose the "download from internet" option, select
the lilypond package as described at http://lilypond.org/web/download/windows.html.
Then, you could save the full directory ftp%%... or http%%...
that is created by setup onto a CD. At home, it should then be possible
to choose "install from local directory".
