for a description on what these should do, see the GNU/Linux Console Programming HOWTO: http://www.ibiblio.org/gferg/ldp/Console-Programming-HOWTO/x47.html they are expected to act on /dev/tty and /dev/tty?, so /hurd/magic and /hurd/term should be capable of recieving them. VT_ACTIVATE is particularly important, as it's needed by Xfree86.
