Thank you for the additional git handholding.

Aptitude does not recognize a package gettext-dev, but perhaps the problem is just that Debian's stable gettext is too old (as it was with git)? The version I have appears to be 0.16.1. I am not sure how to use apt to search for a string like AM_GNU_GETTEXT in all available packages.

What checkout are you using?  This looks like an ancient thing.  Can you
make sure to clone the current Git repository?

 $ git-clone git://git.sv.gnu.org/guile.git
 $ cd guile
 $ git-branch --track branch_release-1-8 origin/branch_release-1-8
 $ git-checkout branch_release-1-8

i   gettext                         - GNU Internationalization utilities
i   gettext-base                    - GNU Internationalization utilities for

Maybe this should be `gettext-dev'?
