[bug #68060] [gropdf] vary installed groff font descriptions with gropdf's "basic" and "intermediate" feature service levels

Follow-up Comment #12, bug #68060 (group groff):

The default foundry does not use/require AFMs, because we use the existing
groff fonts from devps, i.e. no running of afmtodit. The U foundry requires
AFMs because we run afmtodit to generate groff fonts with the extended glyph
repertoire.
