Follow-up Comment #45:
Of the pending items in the to-do list in comment #28 and comment #30, this
patch handles items 4, 6, 10, 11, and 13. Thus, remaining are 1, 2, 9, and
12.
Items 1 and 2 involve relocating some code and updating some comments. As
these items won't modify any code, I think they ought to be a separate commit,
so I left them out of this patch. I'll create another patch for them once
this one is acceptable to all interested parties.
It is not clear yet how to handle items item 9 and 12, so I'm deferring them.
I'll write a separate comment addressing their issues.
tmac/fallbacks.tmac: Chip away at Savannah #63354.
* Refine fallbacks for \[u2008], \[u2012], and \[u203D].
* Add a fallback for \[u202F].
* Remove a commented-out fallback that wouldn't work as intended.
