Ah, you're right, I'd forgotten that existed.

But I also misspoke when I said "alternately."  There is really one change
groff should make, and one additional change it could consider.

1. A stock groff should have pdf as the default device.  This is a simple
change, albeit one that should first get a wider buy-in.
2. Additionally, groff could make it easier for an installation to specify a
systemwide default device.  This is a more invasive change.  (And I agree,
troffrc is not a suitable place for this.)

As you've reminded me, since users can customize this for themselves, the need
for step 2 is diminished to probably the point of not being worth doing.  But
making groff's out-of-the-box default the most useful output format is still
worth it.
