This is pretty much what the `GROFF_TYPESETTER` environment variable is for, I
think.

Might be difficult to do what you're talking about; the _troffrc_ file
operates under the assumption that the selection of output device is already
known, and that selection occurs pretty early in program startup.

I'd link to the source code on Savannah, but all of a sudden the cgit site is
timing out for me.  :-/
