I ran into a more specific instance of this roadblock. Trying to conditionally invoke .hla is complicated by the fact that if the hyphenation language is currently undefined, the built-in register \n[.hla] is still defined, even though its value is the empty string. So ".if r .hla" doesn't do what one would hope.
