Peter, the tl;dr is that bug #66387 scoped the hyphenation language (.hla
request) to the environment, so it is initially unpopulated when a new
environment is created.  This is requiring changes to accommodate it in at
least -me and -ms.  If mom is fastidious about always doing a .evc upon
environment creation, she should be fine.
