My advice would be to open a new ticket for this patch, which can then be
refined as needed. Personally I feel a "don't build the Texinfo manual"
switch even on its own is useful, and doesn't preclude more thoroughly
separating the documentation build later. (Part of this is self-interest, as
I currently have a broken Texinfo installation and have to manually hack the
config file whenever I build groff.)
