As a probably irrelevant note, this would make GNU tbl output unusable with
older *roffs with only three available environments.
Whether it's currently back compatible with such *roffs, I have no idea. How
many people care about this I also don't know, but would speculate the number
to be near zero.
The groff project tries to keep its updates of classic macro packages backward
compatible for good reason, but I'm not sure there's any such reason for its
preprocessors.
