In starting to work on these patches, I realized I had already made a patch to
fallbacks.tmac that is still pending (see most recent comment of bug #63332),
and any patches I could make to address this bug would invalidate that patch,
or vice versa. So I'll wait till that patch is applied, rejected, or kicked
back to me for refinement, before doing any more fallbacks.tmac hacking, to
avoid stomping on myself.
