Yes, it dates back at least to the 1980s. But Emacs (also created in the 1980s) was designed to port to ancient platforms that are oddball by today's standards, and were not derived from BSD. Also, even a newer system might have a <locale.h> that fails 'configure' tests - although I hope this never happens, it's there in the 'configure' script....
As I mentioned since we're close to branching off for a release, I'm a bit reluctant to mess with this stuff right now.
