Yes, but that's because you pasted an encoded mail header into your reply. I normally only read mail headers in an MUA where they are displayed properly. Are you saying this is how it looks in git as well?
That was because you chose a UTF8-specific single quote character. It's better to just use the ascii single quote as apostrophe. Then there's no need for any encoding.
Which means I have to configure Emacs specially for writing certain files. It's a pain that in a system invented in the last ten years (git) UTF-8 is still a second-class citizen. There are plenty of other Unicode characters I might like to use, most of which I can ASCIIfy, but I had thought we'd pretty much reached the end of that particular tedious limitation.
Or just look at ChangeLog to see what other log entries look like.
