Since the use of gnulib has the tendency to introduce translatable strings
into a project, should there be a way for gnulib-tool to mark which files
need to be added to POTFILES.in? Perhaps a new entry in each module

Which then also adds a translation burden for the same strings for all localized
projects that use gnulib. Would it make sense to simply provide the
.po fragments
and make available localized fragments so gnulib strings would not need
redundant translations? I suppose that would be a question to ask of the
translation project folks....
