It does require maintainers to include the GPL in their projects, which might not happen for all GPL projects today. Yes, I thought about that too, but it felt conservative to not make it default, so that existing --lgpl users aren't surprised if they get some GPL code. But defaulting to permitting it is probably a better approach, we shouldn't worry too much about backwards compatibility for gnulib-tool just yet, I think.
