No. unicows.dll is a closed-source library which is not normally part of a Woe32 installation. You cannot distribute unicows.dll with the binaries of a GPLed program - this would be a violation of the GPL and of the Microsoft EULA. You can distribute the binaries without including unicows.dll, but this will cause problems for users that don't have this library on their system. Therefore I wouldn't recommend it. Anyway, Windows 95/98/ME is history. Not a platform worth caring about any more.
