I have done stuff like that in the past for some of my own packages (I had my own .po file for British translations, generated automatically from the .pot file) and it was too much of a hassle to maintain separately. Almost nobody actually used it. It was the sort of feature that people thought they needed, but didn't really. So I dropped it. The Translation Project is really the way to go here. If you approach them, you might ask them to maintain multiple translations, as many English-speaking people actually prefer the international style. Also, I'd guess they'll need different translations for en_CA, en_US, en_GB, en_IE, en_AU, and en_NZ, as most likely folks will prefer differ formats depending on the region. (If they think it's too much work, you can volunteer to do it. :-) Another possibility is to suggest users to set LC_TIME=C in their locale.
