When creating pdf documentation, some makefiles uses texinfo.tex from
texinfo/texinfo.tex (by exporting TEXINPUTS), other use texinfo.tex from an
installed TeX distribution.
At least on SLES11 texinfo.tex is out of date (2007-01-02) which causes a build
failure when building libiberty.pdf
